    Consultation

    The College is seeking feedback on draft amendments to the Fees and Remuneration By-Law that, if passed, would provide greater clarity to the College’s annual application for renewal process for postgraduate members.

    Background and Proposed By-Law Changes

    Postgraduate certificates expire annually. Postgraduate members are required to apply annually for renewal of their certificates of registration authorizing postgraduate education in order to practice medicine within the context of the postgraduate medical education program at an Ontario medical school in which they are enrolled.

    The College is proposing a by-law change that would provide greater clarity to the existing annual application process for postgraduate members. The change is not substantive in nature, as fee changes are not being contemplated.

    Proposed Amendments to Fees and Remuneration By-law No. 2

    Section 4(b) of By-Law No. 2 (Fees and Remuneration By-Law) which currently reads as:

    4. Annual fees for the year beginning June 1, 2014 are as follows:

    (b) For a holder of a certificate of registration authorizing postgraduate education, 20% of the annual fee set out in s.4(a);

    would be amended to the following (bolded wording):

    (b) For a holder of a certificate of registration authorizing postgraduate education applying to renew his/her certificate of registration, 20% of the annual fee set out in s.4(a);

    In addition, Section 6(b) of By-law No. 2 (Fees and Remuneration By-Law) which currently reads as:

    6. The due dates for the payment of annual fees are as follows:

    (b) Where the College is renewing a certificate of registration, other than a certificate of registration authorizing postgraduate education, on June 1 of each year;

    (c) Where the College is renewing a certificate of registration authorizing postgraduate education, before the expiry of the previous certificate;

    would be amended to the following (bolded wording):

    6. The due dates for the payment of annual fees are as follows:

    (c) Where the College is renewing a certificate of registration authorizing postgraduate education on an application for renewal, before the expiry of the previous certificate;

    Next Steps

    The College’s Executive Committee and Council will carefully consider your comments before making any decisions about the proposed by-law changes. The College will consider the extent to which your suggestions or comments represent the expectations of the profession, and are consistent with our public interest mandate. If, after consultation, the by-law is passed by Council, notification and a copy of the finalized by-law will be posted on the College’s website.
